I'm glad EX-GOV. PALIN stood up to the FEDS by not accepting any "FED" money.

I understand that this is possible. So is what you are saying is that the state of Alaska is double dipping into a Federal program. This article illustrates the problems with federal programs manipulating the system becomes the goal. Health care will be 10x worse.

are getting free lunch twice do to the double dipping in federal programs. It is still sad though.

I don't think this is % of total population enrolled -- it is the percent of eligible students who are enrolled. Alaska is higher than 100% because they use State money to enroll families that wouldn't be eligible just under Federal Funds.
